Formal Notice – Parking & Towing Review
Summary: NCPRC has notified the Alacima Board of Directors and Keystone Pacific Management that we are conducting an independent review of current parking and towing enforcement. This page summarizes the scope of that review for residents and community leadership.

What is being reviewed?

Over recent months, several Alacima residents have reported concerns regarding the way parking and towing rules are being enforced inside the community. These concerns include:

  • Tow-threat notices placed on vehicles parked in driveways rather than common-area spaces
  • Residents being instructed to park outside the gates in adjacent neighborhoods despite paying to live in a gated community
  • Unclear or inconsistent standards for parking variances and eligibility
  • Late-night or early-morning papering of vehicles that residents experience as harassing and disruptive
  • A general perception that enforcement is punitive rather than collaborative and not clearly grounded in the governing documents

Purpose of the review

NCPRC’s review focuses on three core questions:

  • Do current enforcement practices align with the CC&Rs, Rules & Regulations, and California HOA law?
  • Are residents being given clear notice, due process, and reasonable options?
  • Are enforcement actions consistent, non-discriminatory, and proportional?

Information requested from the HOA & management

As part of this review, NCPRC has requested the following from the Alacima Board of Directors and Keystone Pacific Management:

  • All current written policies governing parking, towing, vehicle variances, and driveway use
  • A copy of any towing contracts and authorization procedures (who may authorize a tow, required documentation, and notice process)
  • The scheduled date, time, and format of the next open Board meeting, and the process for residents to be placed on the agenda
  • Clarification of the site-level enforcement chain of command so resident concerns can be directed to the correct party
Our intent: NCPRC’s goal is to reduce conflict, not inflame it. We are focused on policy, process, and behavior patterns – not personal attacks. Clear communication and good-faith cooperation from the Board and management will strongly influence how residents interpret current and future enforcement actions.

How this affects residents

NCPRC will be publishing anonymized quarterly findings summarizing resident experiences and the association’s responses. These reports are intended to:

  • Provide residents with a clear picture of enforcement patterns
  • Highlight opportunities for more balanced, lawful, and transparent governance
  • Encourage collaborative correction of practices that are causing unnecessary friction or instability
