Important: NCPRC reports do not assign intent or make legal conclusions. Findings are based on documented resident submissions, publicly available governing documents, and observable enforcement behavior over time.

Purpose of published findings

The purpose of this page is to provide residents, Board members, and property management with a shared, factual reference point regarding how community policies are being experienced and applied in practice.

  • Identify recurring patterns and points of friction
  • Compare enforcement behavior to written policy
  • Highlight areas where clarification or adjustment may be needed
  • Reduce misinformation, speculation, and unnecessary escalation

How findings are compiled

Findings are based on a structured review process that includes:

  • Resident Experience Submissions (anonymized)
  • Photographic or written documentation when provided
  • Review of CC&Rs, Rules & Regulations, and posted notices
  • Time-based trend analysis (frequency, timing, repetition)

Review of reported timing, frequency, and placement of enforcement notices, including early-morning and repeat papering concerns.

Policy Alignment Review – Written Rules vs. Field Practice
Status: Scheduled · Reporting Period: Quarterly
Governance Compliance

Comparison of observed enforcement behavior against the language of governing documents and standard HOA operating practices.

Quarterly cadence: NCPRC will publish summarized findings on a quarterly basis or as material thresholds are reached. Reports are cumulative and intended to support constructive dialogue, not adversarial escalation.

Resident participation

Residents who have experienced parking or towing enforcement they believe is unclear, inconsistent, or disproportionate are encouraged to submit their experience through the Resident Experience Submission form.
